Hooray! I see some major imbalances there.  I would move education up higher than the fucking dismal IRS, if not even national forests.  You can educate kids to care about trees and shit, and then they will naturally want to conserve them.  Which also takes care of your “environmental clean up” project at $11 per head.  Sheesh.
